For more than 20 years Phoenix has been providing Civil, Site Development, H&H, Highway, Traffic, and Transportation Engineering in the Baltimore/Washington Area. We also have experienced staff specializing in Construction Cost Estimating, Claims Analysis, and Cost Consulting for large municpal and private projects. Our Field Division performs Construction Inspection on highway and utility projects for the Maryland State Highway Administration, Baltimore City, WSSC and other municipal and private organizations.
