Grey Frandsen

Mr. Grey Frandsen works as the Chief Executive Officer at Oxitec Ltd., the world’s leading insect-based biological control system to safely and sustainably control insects that transmit diseases. Prior to his role as CEO, he served as the first Executive Director of Public Engagement for its parent organization, Intrexon. Frandsen also holds the role of Senior Advisor to the University of California San Francisco (UCSF) Global Health Group. Frandsen served two U.S. Secretaries of State as the first Chief of Staff of the Office of Stabilization Operations. After that, Frandsen was named Senior Foreign Policy Advisor in the United States Senate. From there, he transitioned to leadership roles in the private sector, including the role of President and Chief Solutions Officer of the NIH-backed life sciences company Olfactor Laboratories, Inc.

In 2016, Frandsen was asked to serve as the senior advisor for public engagement during the U.S. response to the Zika crisis in Puerto Rico, and then as the principal architect of a new vector-borne disease-focused public engagement framework. Frandsen served on faculty in the department of emergency and military medicine at the Uniformed Services University of Health Science (DOD) where he authored the Defense Department’s guide to civilian-military coordination in conflict and crises.

Frandsen received his BA at UCLA and a Masters of Arts degree at the Johns Hopkins University School for Advanced International Studies (SAIS), where he was graduate student president.
