Natalya Rachkovskaya began their career in 1989 as a Civil Engineering Consultant for the Scientific Commission of the Ministry of Construction. In 1990, they moved to the Architecture and Construction Corporation as a Partner, Project Manager, and Chief Project Engineer. In 1995, they became the Executive Director and Chief Architect at Marketing & Communications, Inc. In 1998, they returned to Victoria Enterprises, Inc. as a Project Manager. In 2000, they joined Bamboo Solutions as a Solutions Engineer. In 2003, they returned to Victoria Enterprises, Inc. as a Project Manager. Finally, in 2004, they began working as a Project/Configuration Manager for FDIC(STSI). Throughout their career, they have managed complex software development projects, provided technical leadership, and led problem-solving activities. Natalya has also directed and coordinated activities of IT projects to ensure established milestones were accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.

Natalya Rachkovskaya obtained their MS in Civil and Industrial Engineering from Rostov State Conctruction University between 1967 and 1972. Natalya then pursued Post Graduate Studies (ABD) in Theoretical Mechanics at the same university between 1972 and 1975. In addition, Natalya has obtained several certifications, including an ITIL Foundation certificate in IT Service Management from BCS, The Chartered Institute for IT in 2016, Section 508 Standards for Applications from the HSAI Homeland Security Acquisition Institute in 2015, Section 508: What is It and Why is It Important to You? from the HSAI Homeland Security Acquisition Institute in 2015, and a Microsoft Certified Professional from Microsoft in 2000.
