Javier D. Ferrer-Fernández

Ferrer-Fernández is one of the six founding partners of the law firm Pietrantoni Méndez & Álvarez LLP. His law practice focused on representing local, U.S. and international clients in corporate, corporate governance and securities matters, including public and private offerings of equity and debt securities, with extensive experience in acquisitions and capital market transactions.

A significant portion of his recent practice included representing governmental entities engaged in public-private partnerships, banks and other financial institutions based in Puerto Rico, including investment companies, investment advisors, insurance companies and broker-dealers as well as providing advice with respect to registration, reporting and disclosure requirements under U.S. federal and Puerto Rico securities laws and regulations.

Ferrer-Fernández was President and Vice Chairman of the Board of Directors of the Government Development Bank and Chairman of the Board of Directors of the Economic Development Bank for Puerto Rico.

Born in Havana, Cuba in 1961, Ferrer-Fernández graduated from Harvard University in 1983; Boston College Law School in 1986; and is admitted to the Bar in Puerto Rico, Massachusetts and the U.S. Court of Appeals for the First Circuit.

He acted as Adjunct Professor and Lecturer in Securities Regulation at the University of Puerto Rico Law from 1992-1996.

Married to Blanca Pujals Escudero and father of 5 children.
