Rudy Zelaya, PE, CCM has extensive work experience in the construction industry. Rudy began their career as an intern at the Port of San Diego, where they assisted with cost model documentation, retention of truck loading manifests, and designing solutions for construction projects. As an Assistant Engineer, they were responsible for all aspects of project design, development, and implementation. Rudy coordinated projects with various jurisdictions and stakeholders, managed consultant selection processes, and directed consultant teams.
In 2014, Rudy became a Project Manager at the Port of San Diego, where they managed large-scale capital improvement and maintenance projects. During the design phase, they ensured code compliance and industry standards were met in the creation of project documents. In the construction phase, they made decisions regarding scope, schedule, and budget. Rudy also served as the (Interim) Manager of the Construction Division, overseeing the work of the Construction Managers and Inspectors.
Since 2022, Rudy has been with Balfour Beatty US, serving as a Project Manager. In this role, they are responsible for managing all administrative and technical requirements of projects. Rudy supervises activities related to contract administration, change orders, procurement, and project finances. Rudy maintains a focus on meeting and exceeding customer needs and expectations.
In 2023, Rudy will join the Port of San Diego as Assistant Director.

Rudy Zelaya pursued their education at various institutions, starting with Patrick Henry High School, where they completed their secondary education from 2006 to 2010. Following this, they attended San Diego State University from 2010 to 2015, graduating with a Bachelor of Science (BS) degree in Civil Engineering.
In addition to their academic achievements, Rudy Zelaya also obtained professional certifications in their field. Rudy became a Certified Construction Manager (CCM) after completing the program offered by the Construction Management Association of America (CMAA) in January 2021. Furthermore, they received their Professional Engineer (PE) license in Civil Engineering from the California Board of Professional Engineers and Land Surveyors (BPELSG) in August 2019.
