Carl Hugle

Carl Hugle serves as the Workforce Development Program Manager and Data Analyst at the Port of Seattle since May 2021, focusing on implementing workforce development strategies aligned with the equity framework to support construction workforce needs, particularly for women, BIPOC, and individuals from economically distressed areas. As a board member of the Puget Sound Regional Pre-Apprenticeship Collaboration, Carl advocates for equitable pathways to high-paying careers for local residents. Carl brings extensive experience from the U.S. Army Recruiting Command, where leadership roles included Area Recruiting Manager and Deputy Area Recruiting Manager, managing recruitment operations and marketing for the army. Additionally, Carl has a solid background in logistics and family support from various roles in the U.S. Army, complemented by a Bachelor of Science in Business Administration and ongoing Master of Public Administration studies at Post University.
