Carolina A. Rossini, JD, MA, LLM, MBA, currently serves as the Director for Programs in Public Interest Technology and a Professor of Practice at the University of Massachusetts Amherst since September 2024, while also holding positions as an Adjunct Professor of Law and SPARC PIT Fellow at Boston University since October 2021. Carolina has extensive experience as the Founder and Principal of iNOVA Advisors and Partners, catering to a diverse portfolio of clients, as well as holding roles such as Co-Founder and Senior Advisor at the Datasphere Initiative and Co-Founder and CEO of the Portulans Institute. Carolina has been a Council Member of the Global Future Council on the Future of Technology Policy at the World Economic Forum since March 2016 and received recognition as a 2016 Young Global Leader. Notable previous roles include Global Connectivity Policy Manager at Facebook and Vice President for International Policy at Public Knowledge. Carolina's educational background includes multiple degrees in law, international relations, and business from prestigious institutions, bolstered by additional certifications in leadership and governance.

Founded in 2019, the Portulans Institute (PI) is an independent nonprofit, nonpartisan research and educational institute based in Washington DC.
