Todd Russell has been working in the field of precision location intelligence for the past three years. Prior to that, they were a systems engineer for Scientific Research Corporation, where they were responsible for program life cycle sustainment management and maintenance coordination in support of Special Operations Forces engaged in combat operations.
During their time at Scientific Research Corporation, Todd developed and managed the execution of Organizational, Intermediate and Depot repair levels and supply activities for the SOF electronic countermeasures systems (counter radio-controlled improvised explosive device systems – CREW). Todd also conducted maintenance and cost analysis, which resulted in the identification of high failure rate components and smart spare part procurement efforts that culminated in 20% program savings, reduction in repair time on task, and significant improvement in deployed system operational availability.
Todd has also prepared project proposals, statements of work (SOWs), sourcing requests, Military Interdepartmental Purchase Requests (MIPRs) Independent Government Cost Estimates (IGCEs), operational concepts, CONOPs and Requirements. Todd is actively engaged in Request for Proposal (RFP) review and Proposal development / editing for SRC, Inc.
Todd Russell attended Baylor University, where they received a Bachelor of Science in Biology/Biological Sciences, General. Todd then attended Villanova University for Six Sigma Green Belt training, and Acquisition Management Level 2 training at the Defense Acquisition University. Finally, they attended the United States Navy Fighter Weapons School (Topgun) for Air Combat Maneuvering training.
