Sarah Ritter serves as a Senior State Policy Analyst at the Prenatal-to-3 Policy Impact Center since June 2022, following a role as Senior Manager of Public Policy at Operation Food Search. At Operation Food Search, Sarah focused on nourishing and educating communities to combat hunger, while also overseeing the development of training materials for food partners. Previous experience includes positions in policy advocacy at Empower Missouri and legislative monitoring, as well as community engagement at Missouri Jobs With Justice. Sarah has also contributed to workplace prevention services related to substance use at Peer Assistance Services, Inc. Sarah holds a Master of Social Work from the Brown School at Washington University in St. Louis and a Bachelor of Arts from Grinnell College.

Prenatal-to-3 Policy Impact Center

The Prenatal-to-3 Policy Impact Center translates the science of the developing child into the most effective policy actions and public investments for states. We help policymakers and leaders navigate the complex social, economic, and health needs of families and the evidence of what works to strengthen comprehensive prenatal-to-3 systems of care. The annual Prenatal-to-3 State Policy Roadmap shows where each state is on the most effective policies and strategies and how they can leverage multiple investments to impact child outcomes.
