David A. Reaves

David is a two-time graduate of Old Dominion University with a Bachelor of Science Degree in Civil Engineering (1992) and a Master of Science Degree (1994) with a concentration in Engineering Management. He also holds a Master’s Degree in Theology/Theological Studies from Saint Leo University. He is currently pursuing his Doctorate Degree in Organizational Leadership. David is a certified trainer for the National Association of Sewer Service Companies and can teach classes for Pipeline Assessment Certification (PACP), Lateral Certification Assessment (LACP), Manhole Certification Assessment (MACP), and Inspector Training and Certification (ITCP) for Trenchless Rehabilitation. David also teaches classes at the college level for civil engineering as time allows and is a member of the American Society of Civil Engineers (ASCE).

David particularly enjoys doing utility-related work to include new design and rehabilitation of existing utility structures to include sanitary, storm, and water. When David is not focusing on work, he dedicates his time and talents to his family and church community.

David has extensive experience working with a variety of clients in public works such as, but not limited to; the City of Franklin, City of Hampton, City of Poquoson, Town of Front Royal, Town of Murfreesboro, City of Williamsburg, James City County, York County, Defense Supply Center Richmond, Little Creek Naval Amphibious Base, St. Julians Creek Annex, Norfolk Naval Base, Langley Air-Force Base, Yorktown Naval Weapon Station, Oceana Naval Air Stations, Fort Monroe and Fort Eustis. He has a vast experience in the planning and design of civil engineering projects with a specific emphasis on utilities. He has done utility design for wastewater, water, stormwater, oil-waste, and fuel-oil. As President of Prism Contractors & Engineers, Inc., David is responsible for overseeing all of the firm’s projects. Previous job appointments include Wastewater Operation Manager for the City of Hampton and Regional Wastewater Commodity Manager for the Navy Public Works Center in Norfolk, Virginia.
