They started their career in 1974 as a Program Manager/Procurement Manager and Procurement Director in the State of South Carolina. Over the years, they held various positions, including Program Manager at the Materials Management Office, State of South Carolina, and State IT Procurement Officer at SC Budget & Control Board. Norma also served as the Procurement Director for Commodities and Service Contracts at the South Carolina Department of Transportation, where they oversaw all procurements for the agency.
In 2011, Norma became a Governing Board member at the Universal Public Procurement Certification Council. They also served as the Affiliated Expert at Civic Initiatives, LLC and the Lead for Procurated Procurement Insight Network at Procurated. Norma's contributions to the procurement field were recognized when they served as the Past President of NIGP, Inc.
In 2018, Norma retired from their role as the CPO - Director of Procurement Commodities and Services at SCDOT. Their career spanned over multiple organizations and roles, demonstrating their expertise and leadership in the procurement industry.
Hall Norma attended the College of Charleston, where they studied Business Administration and Management, with a focus in General Business. In November 1984, they obtained the Certified Professional Public Buyer (CPPB) certification from The Universal Public Procurement Certification Council. The following year, in November 1985, they also obtained the Certified Public Purchasing Officer (CPPO) certification from the same institution.
