Rick is President and CEO of PEC. He holds a Bachelor of Science degree in Mechanical Engineering. He also attended the Defense Systems Management College and participated in the Environmental Management Fellows Program at the Council on Excellence in Government. He has provided expert consulting services in areas of program/project management, policy development, organizational development, safety analysis and quality assurance.
He is the immediate past Chairman of the Board of Directors of the Maryland Hispanic Chamber of Commerce. He has served on the Board of Directors of the Maryland Chamber of Commerce and the Hispanic Chamber of Commerce of Montgomery County. Governor Martin O’Malley appointed Rick to the Governor’s Commission on Hispanic Affairs for the State of Maryland as well as the Maryland Economic Development Commission. He has been cited numerous times in his career for exemplary service and leadership. Prior to founding PEC, Rick held several positions within the U.S. Department of Energy (DOE), which included being a Project Manager for the first successful shutdown and deactivation of a large nuclear chemical processing facility as well as project planning consultant for the disposition of large quantities of special nuclear materials and wastes.
