Barbara Silver

Dr. Barbara Silver is a medical doctor who currently serves as the Contract Administration for Public Health Solutions. Barbara has over 25 years of experience working in public health, specifically in the areas of tuberculosis, sexually transmitted diseases, and HIV/AIDS prevention.

Barbara began their career in public health as a Budget Analyst for the New York City Department of Parks and Recreation in 1993. In this role, they were responsible for preparing the department's budget and ensuring that all expenditures were within the allocated budget. Barbara also advised departmental staff on how to save money and make the most efficient use of their budget.

In 1994, they transitioned to the New York City Department of Health and Mental Hygiene where they served as a Senior Planning Analyst. In this role, they evaluated data generated by various public health programs, advised stakeholders on programmatic status, prepared testimony and correspondence for the Commissioner of Health, and analyzed legislation for implications to health programs. Barbara also supervised a graduate intern in the evaluation of proposed block granting of federal public health funds.

In 1996, they facilitated the development of a core set of outcome measures as part of a strategic planning effort. This effort was instrumental in helping the department more effectively measure the success of its programs.

Dr. Silver's experience in public health administration has given their a deep understanding of the inner workings of government agencies and how to most effectively navigate them. This experience has been invaluable in their current role as Contract Administration for Public Health Solutions.

Barbara Silver received a Master of Public Administration from the University of Georgia and a Bachelor of Arts in Political Science from the University at Albany, SUNY.
