Emma Bakkum is a legal professional with extensive experience in international law and policy. Currently serving as Assistant Counsel at the Public International Law & Policy Group since October 2016, Emma has held various roles including Senior Research Associate and External Expert, contributing to pro bono legal assistance for states involved in peace negotiations and post-conflict constitution drafting. Previous positions include Junior Lecturer and Teaching Research Assistant at Vrije Universiteit Amsterdam, Junior Researcher at the University of Amsterdam, and a legal internship at the United Nations Assistance to the Khmer Rouge Trials. Emma's educational background includes a Master of Laws (LLM) in Law and Politics of International Security from Vrije Universiteit Amsterdam and a Bachelor of Laws (LLB) from Utrecht University, alongside participation in the Erasmus Programme at University College Dublin.

The Public International Law & Policy Group, a Nobel Peace Prize nominee, operates as a non-profit, global pro bono law firm providing free legal assistance to its clients, which include governments, sub-state entities, and civil society groups worldwide. PILPG provides pro bono legal counsel to clients on peace negotiation, drafting of post-conflict constitutions, creation and operation of transitional justice mechanisms, and ways to strengthen the rule of law and effective institutions. Since 1995, we have worked with over 40 state and non-state parties and provided legal assistance to all major war crimes tribunals. We maintain close partnerships with 12 of the top 15 law firms and have over 700 alumni working in the fields of law, government, foreign policy, business, and social advocacy around the world.
