Joe Hayes has over two decades of experience in research and policy analysis, currently serving as a Research Associate at the Public Policy Institute of California since July 2001. In this role, Joe Hayes specializes in studying population change, educational policy, and corrections issues, with recent projects addressing undocumented immigrant population estimates, English Learner reclassification policies in California public schools, and the evolving demographics of state prison and parole populations. Prior to this position, Joe Hayes held roles as a Senior Consultant at Quantum Consulting, a Volunteer with the Peace Corps, and as a Research Assistant at both the Land Tenure Center at the University of Wisconsin-Madison and the Wisconsin Milk Marketing Board. Joe Hayes earned a Master’s degree in Agricultural and Applied Economics from the University of Wisconsin-Madison and a Bachelor’s degree in Development Studies from the University of California, Berkeley.
