Rusty Lingenfelter

Rusty Lingenfelter has a diverse work experience. Rusty began their career in the US Army, serving as Colonel until their retirement in 2012. During their time in the Army, they held various roles, including Chief of the Information Infrastructure Integration Division and made presentations to Congressional staff. After leaving the Army, they worked as Deputy J6/CIO at the National Guard Bureau, where they led communications support for domestic response missions and implemented a sustainment plan for communication equipment. Rusty then joined OnPoint Consulting Inc. as Vice President, Technology Operations, where they focused on cyber security, enterprise systems, and infrastructure services. Rusty also held the position of Senior Vice President, Strategy and Innovation at Emagine IT, Inc., where they led the development of strategic growth plans and engaged potential customers to refine products and identify markets. Rusty later became Chief Executive Officer at ProForce, Inc., focused on customer satisfaction and growth. Rusty also served as EVP, Operations and Development at MicroTech, overseeing operations, project organization, and driving business development. Rusty founded Lingenfelter Advisory Services, providing consultation and support to students with special educational needs and their families. Rusty is currently President and CEO of Quality Innovation Inc. and a Member of the Board of Directors at Global Innovation Management Institute.

Rusty Lingenfelter has an extensive education history. Rusty obtained a Doctor of Business Administration (DBA) degree, with a concentration in Strategy and Innovation, from Capella University, where they studied from 2012 to 2016. Prior to that, they pursued a Master of Science (MS) degree in Strategic Studies from the United States Army War College, completing it between 2005 and 2007.

Rusty also holds a Master of Science (MS) degree in Industrial Technology with a focus on Digital Communications, earned from East Carolina University, where they attended from 2001 to 2005. Earlier in their academic journey, Rusty completed a Bachelor of Arts (BA) degree in Computer Science and Psychology at Coe College, where they studied from 1981 to 1986. Rusty also took Military Studies courses at the University of Iowa from 1982 to 1983.

Rusty Lingenfelter's education can be traced back to their high school years at Mount Zion High School, where they completed their secondary education from 1977 to 1981.

In addition to their formal education, Rusty has obtained various certifications. Rusty completed an AXELOS Global Best Practice certification in 2019. Rusty became a Project Management Professional (PMP) after earning certification from the Project Management Institute in 2012. Rusty also earned a Chief Information Officer certification from the National Defense University - Information Resources Management College. Moreover, they hold an ITIL Foundation certification from the PEOPLECERT Group and a Systems Acquisition Level II certification from the Defense Acquisition University.
