Tom Scanlon

Tom Scanlon serves as General Counsel and Chief Compliance Officer at Rain Instant Pay since January 2022. Previously, Tom held the position of Partner at Dorsey & Whitney LLP and Counsel at Davis Wright Tremaine LLP, providing expert advice on compliance management systems for consumer financial protection laws. Tom has extensive experience from the U.S. Department of the Treasury as Senior Counsel, where responsibilities included drafting the Consumer Financial Protection Act of 2010 and advising on the Consumer Financial Protection Bureau's regulatory authority. Additional experience includes roles at Morrison & Foerster LLP, the Federal Reserve Board, and a judicial clerkship at the U.S. District Court for the Middle District of Georgia. Tom holds a JD from the University of California, Berkeley, and a Master's degree in Political Science and Government from UC San Diego.
