David Swallow

Deputy CEO at Regional Transportation Commission of Southern Nevada

David Swallow is a civil engineer with over 25 years of transportation-related experience and has been with the Regional Transportation Commission of Southern Nevada (RTC) since January 2001. As Deputy Chief Executive Officer, David oversees the RTC’s planning, engineering, and funding programs for transportation infrastructure, development of new transit facilities and systems, implementation and support of new technologies, and coordination between roadway and freeway operations. His team comprises a number of departments, including the Metropolitan Planning Organization, Southern Nevada Strong, Capital Project Development, Streets & Highways, Information Technology, and the region’s Traffic Management Center.

Key efforts of the team include developing a long-term vision for improving mobility in southern Nevada; working with community partners to implement the Southern Nevada Strong regional plan; programming projects to enhance the valley’s roadway network; coordinating construction to minimize impacts; developing high-capacity transit lines on key corridors; managing the public bike share system; and integrating new technologies and data to improve traffic operations for residents and visitors alike.

Prior to his current role, David was the agency’s Chief Engineering and Technology Officer, responsible for overseeing the design and implementation of many of the RTC’s projects and initiatives, including transit centers, fleet maintenance and fueling facilities, park & rides, bus rapid transit lines, bike facilities and technology solutions.

David is active in his profession and in the community, currently serving on the University of Nevada, Las Vegas Alumni Association’s Board of Directors and the Department of Civil and Environmental Engineering and Construction Advisory Board. He has been a long-standing member of the American Society of Civil Engineers, Institute of Transportation Engineers, and Intelligent Transportation Society of America. In 2007, he joined Engineers Without Borders USA, helping form the local chapter and serving as president in 2010. He is also a member of the Southern Nevada Bicycle Coalition and a League Certified Instructor with the League of American Bicyclists.

For being an active member of the community and within his profession, David was recognized as the Transportation Engineer of the Year by the Institute of Transportation Engineers in 2010. Other acknowledgements include “40 Under 40” by In Business (now Vegas, Inc.), an award by the Nevada Pedestrian and Bicycle Advisory Board in 2012 for improving connectivity and safety, and as the “Engineering Honoree” by the Safe Community Partnership in 2013.

David has been a resident of Las Vegas for more than 30 years. He is a licensed professional engineer in the state of Nevada and earned both Bachelors and Masters of Science degrees in Civil Engineering from the University of Nevada, Las Vegas.
