Elliott Bouillion

Elliott brings over 30 years of operational excellence to his leadership role as President and CEO of RES, where he is focused on delivering ecological and water resource solutions that address the delicate balance of economic development and environmental stewardship. RES’ product solutions enable developers from both commercial and government sectors to obtain required permits and maintain regulatory compliance when projects impact environmentally sensitive areas including wetlands and streams, endangered and threatened species, as well as stormwater and nutrient compliance requirements.

Elliott and his team work with clients across the American landscape to streamline the navigation of regulatory approval processes of the Clean Water Act and the Endangered Species Act and associated state and local regulations. RES’ ecological solutions have enabled permitting and regulatory compliance for hundreds of infrastructure and commercial development projects. These efforts include road, turnpike, tollway and bridge construction, railway development projects, new manufacturing plants and plant expansions, port and intermodal facilities, oil and gas development, pipeline construction and maintenance, mining expansions, LNG terminals, as well as renewable energy, and electrical transmission and distribution and residential development.

Elliott assembled a team of professionals known for responsible environmental stewardship in all aspects of ecological solution delivery; they have planted over 14,000,000 trees across nearly 58,024 restored acres.

Elliott earned a BS in Electrical Engineering from the University of Louisiana Lafayette.

Following his first successful entrepreneurial effort, Bouillion joined Landmark Graphics Corporation, culminating his twelve-year tenure in the role of corporate Vice President and General Manager, where he managed various technology and service divisions in Houston and London. Landmark completed an IPO and was acquired by Halliburton in July 1996.

Elliott has been both an active angel investor and an active participant on the board of directors of several growth companies including FRx Software (acquired by Microsoft), Ischemia Corporation (acquired by Inverness Medical Innovations), Object Reservoir (acquired by Halliburton) and Anark Corporation.

As a private equity investor, Bouillion was a general partner with Murphree Venture Partners. He was a founding sponsor and board member of the Houston Technology Council Energy Incubation and Acceleration Program and served as a board member of the Houston Private Equity Association (HPEA), where he is a Past President.

Elliott serves on the Board of Directors of the Gulf of Mexico Foundation. In 2015, he was named to the Executive Committee of the Committee of 100 for Louisiana, participating in economic development and fiscal reform initiatives.
