Herbert Raybourn, P.E., F.ASCE, currently serves as the Director of Public Works and City Engineer at the City of Holmes Beach, where they lead multidisciplinary teams in providing innovative engineering and water resources solutions. Raybourn earned a Master’s and Bachelor’s degree in Civil Engineering from Florida Institute of Technology.
