Cynthia Bruno Rafferty has a diverse range of work experience. Cynthia started their career in 1996 as a Judge Advocate General in the U.S. Navy JAG Corps, where they served until 2001. From 2002 to 2003, they worked as a Special Assistant to the Director at the DoD Counterintelligence Field Activity, focusing on evaluating policies related to acquiring and maintaining information on U.S. persons in government databases. In 2003, they briefly served as a Staff Member and liaison to Senator Dianne Feinstein (D/CA) on the Senate Select Committee on Intelligence, where they participated in evaluating intelligence failures leading up to the Iraq war.

From 2004 to 2010, Cynthia worked as the Vice President/Chief Operating Officer at G.L. Bruno Associates, Inc., a real estate development company, where they oversaw various aspects of the company's operations.

In 2011, they became the CEO of Hume Global Enterprises, a company in the agriculture industry, where they led the development and promotion of the Hume Seed Finder.

Since 2012, Cynthia has been with Richard Heath and Associates, Inc. (RHA), first as the Director of the Health Benefit Exchange Program and later as the Chief Executive Officer. RHA specializes in program design and management of initiatives in the energy, telecommunications, and healthcare sectors, with a focus on hard-to-reach populations. RHA operates in multiple locations in California, employing over 400 team members.
