Andy Mullan

Andy Mullan serves as the Chief Economic and Policy Analyst for the State of Rhode Island since November 2022, focusing on performance management within the Office of Management and Budget. Prior to this role, Mullan worked for the City and County of San Francisco from September 2018 to November 2022, holding positions as Chief of Staff for Supervisor Catherine Stefani and as a Policy Advisor in the Mayor's Office, with an emphasis on public health and economic development policy. Mullan's earlier experience includes working as an Analyst for the Consumer Financial Protection Bureau, where responsibilities included developing a strategic plan and conducting capacity analyses, as well as serving as an Examiner. Additional experience includes performing financial and performance reviews for the U.S. Department of Justice and earlier work as a News Intern with the Monadnock Ledger-Transcript, emphasizing strong written communication skills. Mullan earned a Bachelor of Arts in Economics and Art History from the University of Virginia.
