Kelvin Kwan serves as the Commissioner of the Planning and Infrastructure Department and the Commissioner of Planning and Regulatory Services for the City of Richmond Hill since May 2017. Additionally, Kelvin Kwan holds the position of Commissioner of Planning and Regulatory Services at The Corporation of the Town of Richmond Hill, also since September 2017. Prior experience includes serving as the Director of Development Planning for the Town of Richmond Hill. Kelvin Kwan earned a Bachelor of Applied Arts degree in Urban and Regional Planning from Ryerson University.
