Mike Johansen

Mike Johansen is a Partner at Rifkin Weiner Livingston, LLC, where since October 1990 the focus has been on serving state and local clients as a lawyer-lobbyist in various sectors, including health care, Medicaid, insurance, horse racing and gaming, the auto industry, trade associations, IT companies, and compliance with ethics and lobbying laws. Prior to this role, Mike served as Committee Counsel for the Maryland Department of Legislative Services from January 1988 to September 1990, providing legal counsel to the Senate Budget & Taxation Committee and managing tax legislation and budget matters. Mike's earlier experience includes working as a Fiscal Analyst at the Maryland Department of Fiscal Services, where responsibilities included drafting Fiscal Notes and reviewing fiscal reports. Educationally, Mike earned a Juris Doctor in Law from the University of Baltimore and a BS in Jurisprudence from the same institution. Additionally, Mike began studies at UMBC.
