Lorin is the Executive Director and founding member of The Windmill School - a nonprofit, inclusive K-5 school where she is responsible for the development, launch, and implementation of school policies and procedures. Lorin received her Master in Education and Couples and Family Therapy from the University of Oregon. Prior to the Windmill school, Lorin worked as a project manager for the Aurora Mental Health Center.

Lorin Terrell

Cynthia is the Head of Clinical Care at Path, a national mental health telehealth company. Her areas of passion are quality, compliance, and clinical ethics associated with providing behavioral health services to individuals, couples, and families. Prior to joining the start-up world, she held leadership roles in community mental health, hospital, academic and research settings. She holds a Ph.D. and MSW from Loyola University Chicago School of Social Work and has practiced as a licensed clinical social worker for more than 20 years. Cynthia earned her MBA in Healthcare Administration from the University of Colorado-Denver, and her BA from the University of North Carolina-Chapel Hill, and is Dare to Lead(™) trained, which contributes to her approach as a warm, trustworthy, and highly committed leader.

Cynthia participates in multiple Colorado-based initiatives to improve access to behavioral healthcare for all people. She is a Board member at Karis Community in Denver, on the Advisory Board for Prime Health, and serves as a pro-bono provider to military families and Veterans through Give an Hour.

Nancy Stokes is the Chief Financial Officer at Rocky Mountain Human Services.

Nancy brings a great deal of experience to RMHS. In her previous roles, Nancy was responsible for the operations, strategic planning, board documentation, financial performance, and reporting for multiple entities at Centura Health. She was in charge of the operational and financial performance of revenue cycle, quality improvement and the monitoring of quality and financial division performance. She led successful implementations of electronic medical record conversions, accounting systems to new platform, and corporate restructures. Nancy currently serves as a member of the Legislative Council for the Home Care and Hospice Association of Colorado. Nancy is a graduate of the Women’s Vision Leadership Institute and holds a bachelor’s in accounting from Regis University.

Dr. Kris Kogan is the Director of Performance and Quality Improvement at [Rocky Mountain Human Services](/org/rocky-mountain-human-services).

Kogan has over 15 years of experience in the human services field working in a range of specialty areas including homelessness, mental health services, foster care, criminal justice, and deinstitutionalization in a variety of states including Florida, Hawaii, and Washington before coming to Colorado. She joined RMHS in 2004 and has worked closely with all program areas as well as IT and Finance in her various roles over the years. Kogan completed her doctorate in Community Psychology at the University of Hawaii.

Amy Becerra is the Mill Levy Director at [Rocky Mountain Human Services](/org/rocky-mountain-human-services).

Amy has worked in healthcare for 28 years, but found her passion for working in the field of I/DD in 2004 when she joined the Division for Development Disabilities with the [State of Colorado](/org/state-of-colorado).  During her tenure working for the state she held leadership positions including the oversight manager of all four HCBS I/DD waivers.  Since that time Amy had the opportunity to take a break in employment and spent several years living in Peru where she continued her passion for working with vulnerable populations.  She and her husband volunteered in at an orphanage and facilitated self-reliance and educational programs for young adults that would otherwise not have an opportunity for higher education.  While there they adopted their now, 6 year old daughter.  When they made the decision to move back to the States Amy knew she wanted to return to the field of I/DD services and has spent nearly the last two years as the Community Services Director for the Division of Regional Center Operation prior to joining the RMHS leadership team.

Melissa Emery is the Associate Director of the Single Entry Point.

Melissa has 15 years of experience working with people with I/DD, which includes two years as a Direct Support Professional and 13 years in case management for individuals receiving Long Term Services and Supports (LTSS). She spent her first seven years at RMHS as a Service Coordinator, then the next five as a Program Manager overseeing Medicaid Waiver case management for people with I/DD. Melissa brings extensive knowledge of case management practices and statewide systems that support people through LTSS. Her work has consistently reflected RMHS’ mission and values, and has improved practice in waiver and state-funded programs.

Shari Repinski is the Chief Executive Officer and Executive Director at [Rocky Mountain Human Services](/org/rocky-mountain-human-services).

Shari has worked in the service delivery system for persons with developmental disabilities for 25 years. Early experience includes working with children and adolescents with developmental disabilities in residential settings, conducting serious incident investigations, developing and implementing a quality assurance system for services, and administering a residential program for adults with developmental disabilities, including eight years with RMHS. More recently, Shari spent over 10 years working at the Colorado Department of Human Services/Division for Developmental Disabilities administering the Medicaid HCBS waivers for persons with developmental disabilities. During that time, she managed the quality assurance system, developed instructional manuals, and developed and implemented Rules and Regulations to monitor the quality of services to persons receiving services. As the Assistant Division Director, Shari developed and administered Medicaid programs to persons with developmental disabilities throughout the state.

 

Shari has a Masters degree in Community Counseling with specific training in acute psychiatric treatment and crisis counseling and 

Shari Repinski

Georgia Edson is the Chief Program Officer at [Rocky Mountain Human Services](/org/rocky-mountain-human-services).

Georgia started working in the intellectual and developmental disability (I/DD) system in 1995 developing residential and day programs and has advanced in the field ever since. She worked at RMHS when it was known as Denver Options for seven years in a variety of roles, such as a case manager supporting adults in developmental disability (DD) services and a clinical social worker and a program manager supporting the intake and service enrollment process. Georgia then became the case management director at Developmental Pathways for five years leading the case management and quality assurance team for children and adult services in Douglas and Arapahoe counties and the City of Aurora.  

Most recently Georgia spent four-and-a-half years as the Division Director for the Regional Center Operations of the Colorado Department of Human Services overseeing the systems that provide state operated services for individuals with I/DD across Colorado. Georgia was accountable for financial and programmatic operations, leadership, innovation and program development.
 
Georgia has a master’s degree from [Florida State University](/org/florida-state-university) in social work and is a Colorado Licensed Clinical Social Worker.

Georgia Edson

Dianne Clarke is the Director of Compliance & Quality at [Rocky Mountain Human Services](/org/rocky-mountain-human-services). In addition to promoting compliance and quality throughout the organization, Dianne is responsible for Revenue Cycle Management and the Intake Team at RMHS.

Dianne has over 25 years of experience working in the healthcare industry focusing on compliance, quality, customer service excellence and process improvement. Dianne is a Registered Nurse, Certified Fraud Examiner, Certified Medical Audit Specialist, Certified Professional Coder and Certified Professional Compliance Officer. Dianne started her career working in a clinical role as a Registered Nurse and then transitioned to business roles after obtaining a Bachelors and Master’s degree in Business Administration/Health Care Management.

Dianne Clarke

Mark Ferrandino was appointed as the Chief Financial Officer for [Denver Public Schools](/org/denver-public-schools) in July 2014. He attended the [University of Rochester](/org/university-of-rochester), where he earned his bachelor's degree in political science and economics in 1999, and a master's of public policy (MPP) degree in 2000. Ferrandino worked as a policy analyst for the White House Office of Management and Budget in Washington, D.C. After relocating to Colorado, he worked as a program analyst for the U.S. Department of Justice, then served as the senior budget analyst for the Colorado Department of Health Care Policy and Financing until 2007 before being appointed to the Colorado House of Representatives. While at the House, he was elected Speaker by his peers and served in that role from 2013-14. As CFO at DPS, Ferrandino has general oversight of general accounting, accounts payable, budgeting, disbursement, cash management, financial planning, debt management and risk management in his current role.

Amanda Lighthiser is the Deputy Program Officer at [Rocky Mountain Human Services](/org/rocky-mountain-human-services). Amanda provides leadership to RMHS case management services for people in Medicaid and State funded programs. 

Amanda has worked with people who have disabilities for over 15 years. The majority of her career has been spent working in long-term services and supports for people with disabilities through Medicaid Home and Community Based Services (HCBS) in the state of Colorado.  Amanda previously worked in the Service Coordination Department at RMHS for 10 years in a variety of roles, ending as the Program Strategy Analyst helping the department to improve case management services to adults with IDD. Most recently, Amanda spent four years working for Colorado Department of Human Services, Division for Regional Center Operations. Amanda provided leadership and improvements to the Division by working with providers and experts in the disabilities field across the state of Colorado. Amanda is focused on improving systems that provide services and supports to people with disabilities and accomplishes through stakeholder engagement, strategic planning, and responding to programmatic needs. Amanda takes a person-centered approach to ensure that people’s needs are met and works in partnership to improve and advance programs.

Amanda is Licensed Clinical Social Worker. She received a Masters in Social Work degree from [Metropolitan State University](/org/metropolitan-state-university) in Denver, Colorado. Amanda’s area of focus was on macro social work  that specializes in systems, programs, and organizational leaderships that helps to ensure people receive services and supports when they need them.

Amanda Lighthiser

Julia Spratt is the Associate Director of the Department of Behavioral Health at [Rocky Mountain Human Services](/org/rocky-mountain-human-services). Julia is responsible for leading and managing the day to day operations of the department to ensure an accountable and responsive service delivery model for people supported by RMHS.

Julia is a licensed Speech and Language Pathologist with over 20 years’ experience working with individuals with developmental disabilities across the life span. Clinically, she specializes in Assistive Technology and Augmentative and Alternative Communication. Julia has previously been the owner and director of a private practice in California overseeing these services for clients in school districts spanning Los Angeles and Orange Counties. Most recently, Julia was the Director of Operations for a multi-disciplinary pediatric outpatient clinic in Colorado, before joining RMHS as the Therapy Manager in the Department of Behavioral Health last year.

Julia is focused on creating and implementing innovative strategic priorities and building a core culture within DBH that will support organizational success. She is especially interested in working with community partners and other stakeholders to help close access gaps that exist for under-resourced and/or culturally and linguistically diverse populations. Her approach centers the client and family as the advocate and expert on their own personal experiences, as well as the reduction of barriers to simplify access.

Julia Spratt

Bill is a Partner in the Denver office of [Armstrong Teasdale](/org/armstrong-teasdale) LLP and Co-Chair of the Firm’s Higher Education practice group, specializing in resolving difficult legal, policy and compliance issues for highly regulated entities.  He has tried scores of cases before and made appellate arguments to federal and state courts and administrative agencies around the country, as well as fifteen years’ experience serving as general counsel for two companies.  Prior to joining [Armstrong Teasdale](/org/armstrong-teasdale), Bill was Senior Vice President, Chief Legal & Administrative Officer for Alta Colleges, Inc., Senior Vice President, Chief Legal Officer & Secretary for Valor Communications Group, Inc. and Corporate Counsel for US WEST Communications, Inc.  In addition to his legal practice, Bill serves as Chairman of the Board of the Wayfaring Band, Inc. and is on the Board of Directors of Colorado UpLift.  Bill earned a Bachelor of Science in Business Administration, specialization in Accounting, from the University of Nebraska-Omaha and a JD from the University of Nebraska College of Law.  He is married with 4 children and lives in the Greenwood Village area.  Bill enjoys skiing, golfing, and cooking.

William Ojile

Jose is currently the Information Technology Manager and Volunteer Non-Attorney Advocate & Lobbyist for the Colorado Cross-Disability Coalition (CCDC). Jose brings his expertise with IT from 14 years’ experience as an Independent Contractor and serving in other technical roles. With post-high school degrees in Advanced Computer & Internet Systems and International Law, certification as a Non-Attorney Advocate by CCDC, and multilingual communication in English, Spanish, Italian, Portuguese, as well as legal language, Jose offers a strong ability to analyze and comprehend various communications. In addition, Jose has also previously served as a participant of Participant Directed Programs Policy Collaborative (PDPPC).

Jose spends a great deal of time reading about politics, geopolitics, current international affairs, sociology, applied physics and quantum physics, and enjoys watching movies, especially comedy, romantic comedy, martial arts and specific action-thrillers. Jose’s family spans from Guatemala to Norway, although still remains close. His nephew has undiagnosed Autism, which he found out while collaborating as a CCDC Non-Attorney Advocate with The Autism Society of Colorado.

Jose Torres-Vega

Dr. Jodi Dooling-Litfin is the Deputy Program Officer, overseeing early intervention services for infants and toddlers, and developmental and behavioral health assessment and intervention services for children, adolescents, and adults at [Rocky Mountain Human Services](/org/rocky-mountain-human-services).

Dr. Dooling-Litfin is a licensed clinical child psychologist with over 20 years of professional experience working with individuals with developmental disabilities and mental health needs and their families. Clinically, she specializes in assessment and treatment of neurodevelopmental disorders in children and supporting their families in understanding their children’s strengths and needs.  Her role at RMHS is focused on leading a culture of excellence in implementing best practices in clinical services for individuals with developmental delays and disabilities and their families.  She holds both an M.S. and a Ph.D. in psychology and has numerous professional publications.

Jodi Dooling-Litfin

Brian Tallant is a Licensed Professional Counselor and the new Associate Director of the RMHS START Program. Brian is coming to us with over 32 years of working with people who have developmental disabilities, primarily in the community mental health setting. He is a contributing member of the National Center for Child Traumatic Stress (NCCTS) Trauma & IDD Expert Panel. Brian also serves on the Board of Directors for NADD, an association for individuals with developmental disabilities and mental health needs, and Brian carries the NADD Clinical Certification credential. Brian conducts workshops nationally and internationally on adapted mental health treatment for people who have intellectual and developmental disabilities.

Stewart Tucker Lundy is a graduate of Howard University, and he brings a broad and deep history of community service to the RMHS board.

Mr. Lundy was appointed to the RMHS Board for a three-year term beginning April 1, 2021, and ending March 31, 2024.

Cindy Rubino, RMHS' Director of Finance, has extensive experience in her field, having held consultancy roles and working as the Director of Finance for Donor Alliance for several years.

Lindsey Lambert is the Associate Director of Community Transitions, which includes Momentum, Transition Specialist Program, and Forensic programs at Rocky Mountain Human Services.

Lindsey is a Licensed Professional Counselor and Licensed Addiction Counselor with over 17 years of experience in the behavioral health field. She holds a Master of Clinical Mental Health Counseling from Argosy University in Denver, and a Bachelor of Arts in Sociology, and a minor in Psychology and Mass Communications from the University of Florida. In the two years prior to this role, she was a Program Manager in Community Transitions, and before joining RMHS she was a Program Manager for a Regional Accountable Entity in Colorado where she worked for six years. 

Lindsey has spent her career working with underserved clients in various non-profits including managed care, behavioral health treatment providers, and criminal justice services. She specializes in substance use disorders and has become passionate about access to care for clients in need. Through Community Transitions, she has had the opportunity to connect clients to state-wide resources and help clients transition from behavioral health settings to the community. Lindsey is focused on improving the behavioral health system in Colorado to support clients’ needs while increasing access to care.

Lindsey Lambert

Mara Kailin is a licensed bilingual clinical psychologist with extensive experience in behavioral health treatment with underserved and diverse populations, as well as administrative and leadership experience with a large nonprofit organization. Dr. Kailin currently serves as the Chief Clinical Officer at Aurora Mental Health Center with oversight of approximately 700 staff in nearly 50 different programs in dozens of clinics in the community. She has a PsyD from Rutgers University and a BA from Wesleyan.

Joseph Derdzinski is a senior international development and governance adviser, an associate professor of political science, and a member of organizations that promote the support of persons with developmental disabilities. Joseph earned his Doctor of Philosophy from the Josef Korbel School of International Studies at the [University of Denver](/org/university-of-denver), a Master of Arts in Russian and East European Studies from the University of Texas at Austin, a Master of Science in International Relations from [Troy University](/org/troy-university) and an undergraduate degree from the University of Wisconsin at Madison.

His research and consulting interests center on the study of the political processes of post-authoritarian states, and how political institutions can be employed to reduce violence. Joseph served on observation missions for the recent, highly-fraught, elections in Egypt and Afghanistan, and conducted and published research to help the Ukrainian government develop an accountable national guard. During the 2016-17 academic year, he is teaching courses on international politics, the politics of Africa, and comparative politics.

Prior to entering academe, Joseph was a US Air Force officer, where he worked extensively with security service colleagues throughout northern Europe. He also led the first US military security detachment in Bosnia during NATO’s implementation of the Dayton Peace Agreement, where he worked with Bosnia’s security services in their post-conflict transition

Jenny Smith is the Project Manager at [Rocky Mountain Human Services](/org/rocky-mountain-human-services). Jenny brings an extensive background in human services in Colorado. With 17 years of Medicaid experience, she offers management of service coordination working with individuals on HCBS programs, providing direct care, as well as supervising case management and support staff at RMHS.

The team includes members who have worked in recruitment, psychology, program management, and executive leadership. They have also been educated at some of the top universities in the country, including Colorado State University, Macalester College, Benedictine College, and Wichita State University.
