Richard Garlish

Richard Garlish has a wealth of experience in the legal and energy sectors. Richard started their career as an Intern at the Supreme Court of the U.S. in 2003. Richard then worked as a Law Clerk to Hon. Sam E. Haddon at the United States District Court for the District of Montana from 2004 to 2005. From 2005 to 2010, they served as Corporate Counsel at NorthWestern Energy.

In 2010, Garlish joined Idaho Power as the Director of Regulatory Compliance & Senior Counsel, where they managed compliance programs, risk functions, and acted as lead attorney. Richard was later promoted to the role of General Manager Compliance Risk & Security, overseeing various functions including compliance, risk, security, and credit. At Idaho Power, Garlish managed significant budgets and led diverse teams.

In 2017, Garlish moved to Peak Reliability, initially as the Vice President General Counsel and Corporate Secretary and then as the Senior Vice President & General Counsel. In these roles, they provided strategic advice to the CEO and Board of Directors, focused on business development and risk management. Richard also built strong collaborative relationships with stakeholders and implemented strategic objectives.

Most recently, Garlish joined Rocky Mountain Power as the Vice President- General Counsel & Government Affairs in 2020. In this role, they continue to provide legal counsel and strategic guidance to the organization.
