Dr.ouk Khean

Associate Professor at Royal University of Phnom Penh

Dr. Ouk Khean is an accomplished academic and executive in the field of information technology and education, currently serving as the Executive Director of the Cambodian Olympiad in Informatics since February 2025, where efforts are focused on enhancing the ICT curriculum in Cambodia. Dr. Khean is also the Chairman of the Board at PNTC Organization, a Google Workspace lecturer, and has been the CEO and founder of PNTC Microfinance since April 2014, aimed at supporting underprivileged children. With extensive experience in higher education, Dr. Khean holds positions as an Associate Professor and Professor at the Royal University of Phnom Penh, where expertise includes network engineering and network security. Academic credentials include a Ph.D. in Information Technology from Charles Sturt University and a Master’s degree in IT from the Royal University of Phnom Penh.
