RPO Inc. was founded in 1987 by Richard J. Pressel, P.E. after leaving his position as the Director of the Mayor's Traffic and Construction Coordinating Council at the New York City Department of Transportation. Equipped with his unique knowledge and experience about the inner workings of the City, he established the firm in order to serve the construction community by obtaining the approvals and permits needed for their projects.
