David J. Layman, P.E. is currently serving as the Head Coach for the Men's Ice Hockey team at Indiana University of Pennsylvania. Previously, David worked as a Senior Project Manager and Civil Engineer Manager at the Pennsylvania Department of Transportation from 2003 to 2024, where they led numerous projects and received the Secretary of Transportation Star of Excellence Award. David also held the position of Head Coach for the ice hockey team at the University of Pittsburgh-Johnstown from 2006 to 2025. In 2025, David transitioned to RS&H as an Associate Project Director.
