Nikolay was born on March 22, 1965 in Lipovo community, Gusevskiy area of Kaliningrad region of Russia. He graduated from Higher School of Privatization and Entrepreneurship, and then completed professional improvement training in North-Western Aсademy of Public Service.
Before entering mandatory military service Nikolay was a gas welder at Micro-engine factory in Kaliningrad region, and was also involved in law practice and youth organizations.
In 2005 Nikolay was elected as head of Gusevskiy Municipality in Kaliningrad region, and later from 2010 until 2016 he was Governor of Kaliningrad region.
In 2016 Nikolay Tsukanov was appointed Plenipotentiary Representative of Russian President in the North-Western Federal Administrative District, and later in 2017 he became an Assistant to Russian President.
As of June 2018 Nikolay Tsukanov was Plenipotentiary Representative of Russian President in the Ural Federal Administrative District. Nikolay is a Full First Rank Counsellor of State and has his PhD in Psychology.
