Elsie Blay is an accomplished professional with extensive experience in health management and service delivery. Currently serving as Executive Manager, Services at Ruah Community Services since 2020, Elsie has held various leadership positions, including General Manager Housing and Homelessness and Executive Manager, Strategy and Projects. Prior to that, Elsie was a Project Manager & Executive Officer at Ruah Community Services from 2017 to 2019 and an Academic at Murdoch University, specializing in Masters of Health Management & Nursing. With a strong background in nursing and community health, including roles at Sir Charles Gairdner Hospital and the Oregon Health Authority, Elsie has developed significant expertise in project management and clinical service design. Educational qualifications include a Master's Degree in Public Health from The University of Western Australia and a GAICD from the Australian Institute of Company Directors.
