Julie Raine

Julie Raine, SHRM-CP, has over 30 years of experience in human resources. Julie began their career at Lockheed Martin Finance Corporation in 1984, where they served as Manager of Human Resources and Office Services. During their time there, they collaborated with senior management on staffing needs, developed policies and procedures, and coordinated payroll and benefit services. In 2001, Julie joined Star Auto World as Human Resources Manager before moving on to Fidelity National Information Services in 2003, where they held the position of Human Resources Administrator, AVP. At Fidelity, they supported 1,000 employees, assisted in policy implementation, conducted employee investigations, and provided support to department managers. In 2008, Julie started working for El Paso County Department of Human Services, initially overseeing HR functions before transitioning into the role of Human Resources and Fiscal Operations/OD Manager. In this position, they managed the training and development of staff, as well as overseeing talent acquisition, onboarding, leave administration, and HRIS. Julie then served as Human Resources Manager at ProActive Therapeutic Alliance from 2015 to 2016, where they provided HR consulting services and developed various HR materials. Currently, Julie is working as the Human Resources Director at Rusin Concrete Construction, a role they have held since 2016.

Julie Raine, SHRM-CP, obtained a Certificate in Human Resource Management from UCLA from 1993 to 1995. In November 2015, they also obtained the SHRM Certified Professional (SHRM-CP) certification from SHRM.
