Thai Viet Phan

Thai Viet Phan serves as the City Attorney for the City of Duarte since March 2022 and holds positions as Director at the Metropolitan Water District of Southern California and Santa Ana City Councilmember for Ward 1, both since January and December 2020, respectively. Thai Phan is also an Associate Attorney at Rutan & Tucker, LLP since September 2016, focusing on litigation and transactional matters for public agencies and private entities in Southern California, with experience in civil litigation, land use, zoning, and municipal code enforcement. Earlier roles include research assistant and judicial extern positions at the University of Southern California and the United States District Court for the Central District of California, along with a law clerk position at the California Attorney General's Office. Thai Phan earned an M.P.P. in Public Policy and a Juris Doctor from the University of Southern California and a B.A. in Communication Studies from UCLA.
