Jacob Joubert, MPA, MPM has an extensive work experience. Starting in 1993, they served as a Career Naval Officer with the United States Department of Defense. During this time, they were assigned to various roles including Intelligence Collection & Information Operations at Naval Security Group Activity Hanza and Naval Information Warfare Activity (NSGSD Seven). In 2000, they were a Special Missions Analyst at United States Pacific Command. From 2004 to 2011, they were a Communications Officer & Force Protection Officer at USS Rodney M. Davis (FFG-60) and Director of Current Operations at Naval Special Warfare Group Four. In 2007, they were an Associate Professor - Leadership & Management at North Carolina State University. From 2015 to 2016, they were Assistant Director, Processing Services at NC Division Of Motor Vehicles. In 2016, they were Co-Founder at Ryker USA, Inc. and Senior Advisor and Special Assistant to the MRPBS Deputy Administrator at USDA Animal and Plant Health Inspection Service (APHIS). In this role, they were responsible for performing a variety of complex analytical assignments concerning the review and evaluation of administrative and program activities to determine overall efficiency and effectiveness. Jacob also provided a wide variety of technical, analytical, and administrative support and expertise to Agency Program managers, the Office of the Administrator, and Staff Offices.

Jacob Joubert holds a Key Executive Leadership Certificate from American University, a Master of Public Administration (MPA) from North Carolina State University, and a Bachelor of Science (BS) in Economics from the University of Utah.
