Gregory Blackburn

Gregory Blackburn is the Director of Strategic Planning at SAIC, bringing over 46 years of experience in analytic, technical, leadership, and management roles from both the Navy and the industry. Blackburn served in various positions within the U.S. Navy from 1969 to 1999, culminating as Commanding Officer and Program Manager for NIWA, where responsibilities included overseeing significant national security programs. Additionally, Blackburn held the position of Director of Information Warfare at the Office of the Secretary of Defense from 1996 to 2008, shaping policies in critical infrastructure protection and information assurance. They hold an MBA in Management Information Systems from the University of Rochester and have pursued advanced studies in Operations Research and Control Engineering.
