Michelle Greenhalgh

Director of Legislative Affairs at SAMHSA

Michelle Greenhalgh is SAMHSA’s Legislative Affairs Director. Ms. Greenhalgh advises on legislative matters, leads in the development of legislation, and serves as the primary contact within SAMHSA on all legislative activities.

Prior to joining us here at SAMHSA, Ms. Greenhalgh most recently served as the Deputy Director of Federal Relations at the American Psychiatric Association (APA). As one of APA’s senior lobbyists, she has specifically focused on legislation that increases access to mental health and substance use disorder services. She has significant experience advocating for and securing increased funding for state and federal MH/SUD programs benefiting individuals with behavioral health conditions.

Before working at the APA, Ms. Greenhalgh served as a health staffer for Rep. Joe Courtney (D-CT), Rep. Diana DeGette (D-CO), and Sen. Jeanne Shaheen (D-NH). She received her master’s degree from the Johns Hopkins University and holds a bachelor’s degree from the University of New Hampshire.
