Tom Wooten has extensive experience in leadership and operations within the energy sector and Native governance. Currently serving as chairman of the Samish Indian Nation since May 1997, Wooten previously held key positions, including Shift Supervisor and Shift Team Leader at Shell from April 2005 to August 2017, overseeing a team of 17 operators. At Equilon Enterprises LLC, from November 1999 to November 2005, Wooten worked as an Operation Representative in the Major Projects Organization, focusing on new construction process units. Early career roles include Operator at Texaco from April 1991 to April 2002 and Craft Lead at Total-Western, Inc. from April 1987 to April 1991, responsible for running and maintaining I and T activities. Wooten's educational background includes attending Northwest Indian College in 1998, the University of Washington in 1987, and Skagit Valley College in 1976, where foundational skills in Basic Skills and Developmental/Remedial Education were developed.

The Samish Indian Nation is the successor to the large and powerful Samish Nation, a signatory to the Treaty of Point Elliott in 1855. The Tribe's traditional territory stretches over a wide seven-county region of Northwest Washington. This area ranges from the mountain tops of the Cascades, westerly along the hills, woodlands, and river deltas, and the far western shores of the San Juan Islands. This traditional area provides a backdrop for our history and the cultural traditions that remain strong today.
