Dr. Clapper is a Cigna Market Medical Executive for Southern California and Nevada where she is responsible for population health management, total medical cost and physician/provider relationships. She most recently served at Anthem as RVP Clinical Strategy and Medical Director for Provider Performance. Over her five years at Anthem, Dr. Clapper was responsible for client clinical strategy and innovation, and then most recently charged with Provider Enablement, and clinical oversight of all Anthem’s ACOs in California, inclusive of ‘Vivity’, Anthem’s Joint Venture with 7 hospital systems in the Los Angeles area. Prior to Anthem, Dr. Clapper served as the Chief Medical Officer of OneHealth, a health technology company integrating mobile technology with care management to increase member engagement and create a differentiated care experience, implementing over 20 innovation initiatives with health plans and providers across the US. In addition, she worked at Sharp as Corporate Medical Director for Clinical Effectiveness and Innovation and before Sharp worked at Aetna in National Accounts for the West Region. Prior to Aetna, Dr. Clapper spent 13 years at Health Net in all lines of business as well as in a wide variety of roles and oversight. Senior Medical Director for Health Net, where she managed all elements of medical management and quality for the Southern California market. Through these roles with plans and the providers, Dr. Clapper focused on improving medical operations management, integration of Behavior Health and pharmacy and enhancing programs to provide patients with the highest quality of care. She received her AB degree in Human Biology and Health Policy from Stanford University, her Medical Degree from The Uniformed Services University School of Medicine in Bethesda, MD, and a Master’s in Public Policy and Health Economics from Claremont’s Drucker Business School. She completed her residency at the National Medical Center Bethesda, MD in Pediatrics and is Board Certified in Pediatrics and is a Certified Physician Executive (CPE). In addition, Dr. Clapper is currently a clinical assistant professor of pediatrics at the University of California San Diego. Dr. Clapper joined the Board in 2016.
