Jesica Cleaver

Jesica Cleaver is a seasoned water resources professional with significant experience in advocating for water quality and efficiency regulations. Currently serving as a Senior Water Resources Specialist at the San Diego County Water Authority since June 2021, Jesica leads the administration of regional rebate programs aimed at promoting local water supply development projects. Previously, as a Water Resources Specialist at the same organization, strong involvement was demonstrated in similar advocacy efforts. Prior experience includes serving as an Administrative Analyst at the Olivenhain Municipal Water District, where efforts were concentrated on conservation programs and legislative analysis. Jesica began a career in public service as a Customer Service Representative II at the City of Escondido, focusing on utility billing operations. Jesica holds a Bachelor's degree in Psychology from Humboldt State University, earned between 2010 and 2012.
