Rebecca Center Foster is an accomplished leader in the field of affordable housing and social impact investment. Currently serving as CEO of the San Francisco Housing Accelerator Fund since December 2016, Rebecca has driven initiatives that enhance the production and preservation of affordable housing through public-private partnerships. Previously, Rebecca held the position of Director of Social Impact Investment in the Office of Mayor Lee for the City and County of San Francisco from September 2013 to 2016, focusing on innovative financing solutions like Social Impact Bonds. With a strong background in investment banking at Goldman Sachs, where Rebecca was a Vice President in the Public Sector & Infrastructure group, Rebecca has experience in raising capital for various public entities. Further expertise includes an internship at the White House Office of Management and Budget and a role as an analyst at HR&A Advisors. Rebecca holds an MBA in Public Management from the Stanford University Graduate School of Business and a BA in Development Studies from Brown University.

The Housing Accelerator Fund (the HAF) is an innovative nonprofit lender and Community Development Financial Institution (CDFI). Established in 2017 by the San Francisco Mayor’s Office of Housing and Community Development, we create public-private partnerships and leverage private, philanthropic, and public capital to stem displacement of low-income and working families and accelerate the production of new affordable housing across the Bay Area.
