David Libunao, MS, currently serves as the Welfare-to-Work Manager at the City and County of San Francisco's Human Services Agency, a position held since March 2014. In this role, David leads the CalWORKs section focused on employment services, overseeing multiple units and collaborating on case management for eligible families. Previous roles include Acting Welfare to Work Section Manager, Welfare-to-Work Supervisor, and Eligibility Supervisor, along with critical emergency response efforts as a deployed Disaster Service Worker during the COVID-19 pandemic. David's earlier experience encompasses significant positions at Lifecare Innovations, CLASS, Inc., and JBDCareers, LLC. Academically, David holds a Bachelor of Science in Public Affairs Management and a Bachelor of Arts in Political Science and Government from Indiana University, as well as a Master of Science in Health Informatics & Management and a Graduate Certificate in Health Management & Policy from the University of Massachusetts Lowell.
