Commander - Police Human Resources Division at Santa Ana Police Department

Charles Elms, M.A. has extensive experience in law enforcement, currently serving as Commander of the Police Human Resources Division at Santa Ana Police Department since November 1998. Elms has held multiple leadership roles, including Commander of the Special Investigations/Crimes Against Persons Division, Traffic Division, and Patrol Division, as well as Inspector Sergeant and Police Sergeant, focusing on field operations. Prior to this, Elms served as a detective in various units, including Homicide, Gang, and Economic Crimes. Earlier experience includes roles at Utah State Hospital and Provo City Police Department. Elms holds a Master's degree in Organizational Leadership from UMass Global and a Bachelor of Arts in Criminal Justice/Law Enforcement Administration from Utah Valley University and California State University, Fullerton. Additionally, Elms completed training at the FBI National Academy in 2022.

Santa Ana Police Department

The Santa Ana Police Department is a full service police department with a full operational jail staffed by civilian Correction Officers. Santa Ana Police Department is comprised of more than 300 officers and over 200 civilian employees. The department currently has 50 fully funded sworn officer vacancies and numerous civilian vacancies. The opportunity to join a police department where you will rapidly gain seniority has never been greater. We anticipate hiring at least 125 sworn officers over the next 3 years to fill current vacancies and anticipated retirements. The Santa Ana Police Department handles approximately 11,000 calls for service each month and provides full service operations in various divisions such as: Patrol, Traffic, General Investigations, Special Investigations, Training and others.
