Denis O'Neal

Denis O'Neal has extensive experience in public service and legal counsel, currently serving as a Commissioner for the Housing Authority of Santa Clara County since June 2011, where responsibilities include determining agency policy. O'Neal has also been a member of the Santa Clara County Personnel Board since June 2006, dealing with disciplinary appeals for county employees. Previous roles include Vice President and Board Member at RRAD from 2000 to 2010, where policy for the nonprofit was established, and Deputy County Counsel for Santa Clara County from 1984 to 2004, providing legal advice and litigation services. O'Neal holds a J.D. from Santa Clara University School of Law (1983) and a BA in Liberal Arts from San Jose State University (1972).

Santa Clara County Housing Authority

The Santa Clara County Housing Authority (SCCHA) provides rental assistance to approximately 20,000 low-income households across Santa Clara County annually through the Housing Choice Voucher program. Furthermore, SCCHA also develops, owns, and manages over 2,900 affordable housing units - with close to 1,000 units in our current development pipeline. A key partner in the community’s effort to end homelessness, SCCHA provides rental assistance for over 2,700 formerly unhoused individuals and families. As part of HUD’s ”Move to Work,” SCCHA programs and properties are targeted to assist low-income households while helping residents become self-sufficient. The vast majority—more than 80%—of our households are extremely low-income families, seniors, veterans, persons with disabilities, and the formerly unhoused. Working together with landlords, housing developers, non-profits, and local governments, we strive to provide quality affordable housing and supportive services to as many individuals and families throughout Santa Clara County.
