Lindsay Leahy, P.E. currently serves as the Deputy General Manager at Santa Margarita Water District since February 2025. Prior to this role, Lindsay held various positions at the City of Oceanside, including Water Utilities Director and Principal Water Engineer from November 2018 to February 2025. Experience also includes roles at the City of Carlsbad as Associate Engineer and Assistant Utility Engineer, as well as positions at Everest Solar Systems as Engineering Manager and Project Engineer, and at Filanc Construction Co., Inc. as Project Engineer. Lindsay earned a Master of Public Administration (MPA) from San Diego State University, a Water Management and Leadership Certificate from California State University San Marcos, and a Bachelor of Science in Mechanical Engineering from California State University, Chico.
