Timothy O'Neal has extensive work experience in water and wastewater management. Timothy currently serves as the Chief Plant Operator at Santa Margarita Water District. Previously, they held the same position at the City of San Juan Capistrano, where they managed the operation of a Ground Water Recovery Plant and other water distribution systems. Timothy achieved significant improvements in backflow device testing and developed protocols for the RO plant. Prior to that, they worked as the Chief Plant Operator - Operations Superintendent at the City of Coalinga, where they oversaw the operation and maintenance of water treatment plants and transmission pipelines. Timothy also gained experience as a Water Supply Manager at Fluor, where they supervised a team and managed water and wastewater services. Timothy's work history also includes roles at KBR, City of Gering, Snell Services, and the U.S. Navy Construction Battalions (Seabees), where they led utility crews in various construction and maintenance projects.

Timothy O'Neal attended Kirkwood Community College, where they obtained an Associate of Science (A.S.) degree in Water Environmental Technology. In addition to their formal education, Timothy has acquired several certifications over the years. These include a Water Treatment Operator Grade 5 (T5) certification from the State of California State Water Resources Control Board in March 2019, a Cross-Connection Control Specialist certification from the American Backflow Prevention Association in November 2017, and a Water Distribution Operator Grade 5 (D5) certification, also from the State of California State Water Resources Control Board, in November 2017. Timothy also holds certifications such as Professional Operator Water Treatment Class IV from C2EP-ABC (obtained in August 2017), Collection System Maintenance Grade 4 from the California Water Environment Association (obtained in February 2016), and Water Use Efficiency Practitioner Grade 1 from the California-Nevada Section American Water Works Association (obtained in June 2015). Additionally, Timothy has a Grade II Wastewater Treatment Plant Operator certification from the State of California State Water Resources Control Board (obtained in July 2014), a Certified Production Technician (CPT - AE) certification from The Manufacturing Skill Standards Council (obtained in April 2013), and a Mechanical Technologist Grade 3 - Plant Maintenance Certification from the CWEA (California Water Environment Association) in September 2017.
