David Sweeney

David Sweeney, PMP, CGFM, CDFM, has over 30 years of experience in various leadership and management roles. David is currently serving as the Vice President at Savantage Solutions since August 2021. Before that, they worked at Booz Allen Hamilton for more than a decade, where they held the positions of Lead Associate and Associate.

Prior to joining Booz Allen Hamilton, David worked at the U.S. Coast Guard Atlantic Area from 2006 to 2008, where they directed the strategic planning and resource management process. David was responsible for overseeing a budget of $373 million and 21,000 positions.

From 2001 to 2006, David served as the Director of the Coast Guard Exchange System, where they were responsible for the leadership, management, and operation of the organization. During this time, they also managed a construction budget of $4 million and achieved an annual net profit of $1.8 million.

Before that, from 1996 to 2001, David worked at the Coast Guard Maintenance and Logistics Command Atlantic as the Assistant Chief of the Budget & Accounting Branch. In this role, they oversaw a $350 million budget and managed budget development, spending allocation, and expense reviews.

David began their career at the Coast Guard Headquarters in 1990, where they served in the Cutter Division.

Throughout their career, David has demonstrated expertise in project management (PMP) and financial management (CGFM, CDFM), making him a valuable asset in their current role as Vice President.

David Sweeney, PMP, CGFM, CDFM completed an MBA in Business Administration and Management from Duke University - The Fuqua School of Business from 1994 to 1996. Prior to that, they obtained a BSEE in Electrical Engineering from the US Coast Guard Academy from 1981 to 1985. David also earned a Graduate Certificate in Enterprise Resource Planning from Indiana University - Kelley School of Business from 2010 to 2011. In addition to their formal education, David has obtained multiple certifications including Project Management Professional (PMP) from the Project Management Institute in 2009, Certified Government Financial Manager (CGFM) from the Association of Government Accountants (AGA) in 2012, and Certified Defense Financial Manager (CDFM) from the American Society of Military Comptrollers in 2019. David also holds certifications in Introduction to Data and Analytics on Advana, ICAgile Certified Professional - Agile Project Management (ICP-APM), and ICAgile Certified Professional.
