Dwayne Lyons

Dwayne Lyons has a diverse and extensive work experience in the field of business development and contracting. Dwayne is currently working as a DoD Business Development Consultant at SBIR Advisors Inc., where they provide strategic guidance to technology startups in pursuing Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) opportunities with the Department of Defense.

Prior to their current role, Dwayne served in the United States Air Force and the US Air Force Reserve. In the Air Force, they held various positions including Chief, Contracting Officer Assignments, where they managed the worldwide assignments and career development of 780 Air Force contracting professionals. Dwayne also served as the Deputy Director of Contracts, overseeing a 16-person team in support of a $4 billion contract portfolio for aerial communication systems and as a Procurement Contracting Officer, managing a $340 million contract portfolio providing advisory and assistance services.

Before joining the Air Force, Dwayne pursued an MBA degree at the Naval Postgraduate School and gained experience as a Cost and Price Analyst for the $46 billion Evolved Expendable Launch Vehicle program. Dwayne was responsible for contract management and development, ensuring the success of space lift operations for national security payloads. Additionally, they served as a Contract Manager, Operational Contracting, providing support to 4,500 employees at Los Angeles AFB in executing contract actions valued at $35 million annually.

Dwayne Lyons has a Bachelor of Science (B.S.) in Systems Engineering Management from the United States Air Force Academy. Dwayne also holds a Master of Business Administration (MBA) in Strategic Sourcing from the Naval Postgraduate School and a Master of Science (M.S.) in Entrepreneurship from Oklahoma State University. Dwayne has completed Intermediate Developmental Education through correspondence from USAF Air Command and Staff College. Dwayne has obtained certifications such as Certified Professional Contract Manager (CPCM) and Certified Federal Contract Manager (CFCM) from the National Contract Management Association (NCMA). Additionally, Dwayne is pursuing Federal Acquisition Certification in Contracting Level III (FAC-C) and Program/Project Management Entry Level (FAC - P/PM) from the Federal Acquisition Institute (FAI).
