David Keels

David Keels, PMP, CCP, currently serves as Bureau Chief for Medicaid Cloud-based Systems at the SC Department of Health and Human Services since May 2018, previously holding the position of Director in the Office of Medicaid Enterprise Systems. Prior experience includes roles as Service Delivery Manager at CGI, leading agile teams in a customer-focused environment, and as a Systems Expert at BlueCross BlueShield of South Carolina, where David was the technical lead for a Scrum-based team. David has a strong background in project management, having held various managerial positions at companies including Seibels, The Benefit Company, and Policy Management Systems Corporation, where expertise ranged from application development to IT leadership. David earned a B.A.I.S. in Engineering and Business from the University of South Carolina.
