David Liu

David Liu is a seasoned professional with extensive experience in regulatory oversight and legal counsel within the financial sector. Currently serving as Special Counsel in the Division of Trading & Markets at the U.S. Securities and Exchange Commission since May 2004, focus areas include market structure regulation for national securities exchanges and alternative trading systems, along with oversight of various regulatory frameworks such as Regulation SCI and Regulation NMS. Prior experience includes working as an Associate at Skadden, Arps, Slate, Meagher & Flom LLP and Affiliates, and managing customer information at American Express. Liu holds an MBA and a JD from Columbia University, as well as a BA in Economics and East Asian Studies from Yale University, complemented by studies at Nanjing University.
