Heather Shaffer

Heather Shaffer is a Senior Counsel in the Asset Management Unit of the Division of Enforcement at the U.S. Securities and Exchange Commission. They are a member of the New York State Bar, with admission to practice before the federal district courts for the Eastern and Southern Districts of New York and the Court of Appeals for the Second Circuit. Previously, Heather served as Senior Investigative Counsel for the Oversight and Investigations Unit of the New York City Council, and held various legal roles including Associate at Simpson Thacher & Bartlett LLP and Counsel at the SEC. Heather earned a Doctor of Law (JD) with High Honors from The George Washington University Law School and holds a Bachelor of Arts in History and Spanish, Magna Cum Laude, from the University of Pennsylvania.
